Excerpt from the 1989 Governmental Declaration of Intent

in recapitulation one can - following the fateful conditions at the beginning and during evolution which unwillingly but irritatingly made the political entity SEALAND possible, and which in effect became the source of its chances and thus the new basis of its economic and other interests - state that:
SEALAND is a company - and it will become a combine - with State quality,
which perhaps can be put this way:
All citizens of SEALAND are employed in civil service, the State economy in SEALAND is also the private economy of its citizens.
Since fair play" is not a right that can be claimed - and in the political arena it can be expected the least - SEALAND has to strive to make the most -sensitive- states that are touched by its activities (the states of origin of the SEALAND activists, England and Germany) with tactical skill if not to confederates, at least to benevolent tolerators. In this, England especially as the main guarantor of SEALANDS existence and partner in the realisation of tiniest political and economic progressive steps should be granted special solidarity status, while towards Germany heightened attention in relation to the possibilities of fiscal investigation and demands is necessary. Here in Germany, the field of action for SEALAND's economic activities, authorities and courts of justice (with their possibilities to produce politically opportune judgements) will - despite the sovereignty of SEALAND - also play a decisive role in determining success or failure of the SEALAND project.
Part of the curiosity that is SEALAND is the conduct of its representatives. SEALAND is a political issue, but it is more than that. It is also its own official appearance which will be influenced by the acceptance of the actions undertaken in the name of SEALAND and its acting servants. In this way the politics of SEALAND are not of paramount importance, it only has an accompanying and preparatory function.
