Dear Mr. Sommer

based upon the Friendship and Consulary Treaty with the Commissary Government German Reich as Plenipotentiary of the SHAEF Legislator USA we have agreed a 99-year lease on the estate of the Reichspost, which was managed up to now by the Deutsche Telekom, as our State Territory.

Enclosed we pass on a letter adderssed to you by the Plenipotentiary for the German Reich of December 1, 1999. The delayed delivery was caused by the fact that we wanted to await the required confirmation by the SHAEF Legislator USA, which in the meantime has arrived.

We ask you to assign a representative for the handing over of the object.

We are ready for a personal discussion at any time. If you so wish, we are ready to accomodate you in a step-by-step rendition if there are operational reasons suggest it.
